Chief Minister N. Chandrababu Naidu has asserted that stern action will be taken against those who have clandestinely availed crop loans in the name of farmers without their knowledge.
“Those who perpetrated the scam will not go unpunished as the probe by the CB-CID will unearth all fraudulent transactions,” he said while taking part in the farmers empowerment meet at Kondepi in Prakasam district on Monday. “There are several complaints that huge amounts have been cornered by influential persons in villages without knowledge of individual farmers”, Mr. Naidu said. He drove a tractor for some distance along with his Cabinet colleagues P. Pulla Rao and Sidda Raghava Rao.
Allaying the fears of farmers whose names had been left out in the first list for various reasons, he said all eligible farmers would be covered under the loan waiver. The present exercise undertaken to identify farmers eligible for loan waiver had brought to the fore fraudulent crop loans availed by some erring managements of primary agriculture cooperative societies in Vizianagaram, Kadapa and Guntur districts.
Speaking after giving away certificates to some of the beneficiaries, he said though he had wanted to waive all farm loans, a ceiling of Rs 1.50 lakh was imposed as the new State was faced with severe resources crunch. ”I am working out ways to mop up additional resources and if everything goes well, I will be able to settle the next four instalments for farmers with crop loans ranging between Rs 50,000 and Rs.1.50 lakh”, he added.

Promising smart phones to peasants to interact with agricultural scientists, he mooted smart agriculture by using latest agriculture technology and by adopting best farm practices followed elsewhere. ”I want each one of you to rise to the level of scientists, practice sustainable agriculture and also resort to cost cutting”.
He outlined his vision to bring Polavaram waters to Penna in Nellore and go for water conservation techniques in a big way. He also promised skill development for over 10 lakh DWCRA women, bank linkage to the tune of Rs 7,500 crore and e-marketing facilities to get better price for their products. Each woman would get a benefit of Rs 10,000 under loan waiver.
